Job description
Position Summary

This position is responsible for managing the development and deployment of enterprise data management policies, data quality standards, and data processes supporting data analysis and reporting. Leads a team that monitors both IT and Business compliance with enterprise data standards and data quality assurance policies across the organization to ensure available, high quality data as a corporate asset. Provides daily oversight and strategic execution of enterprise data governance standards and data quality framework consistent with the organization’s goals and objectives. Establishes and manages the Enterprise Data Quality program.


Position Purpose & Objective / Focus
Data Governance Oversight and Management
Creates a Data Governance framework that meets analytic, operational and transactional data objectives for the organization.
Establishes and manages the Data Governance function, which includes end-to-end data oversight processes and data quality frameworks to ensure the suitability of data both for its intended purpose and for additional enterprise level needs.
Executes enterprise data governance strategies in line with both the organization`s business strategy and objectives, and its IT architecture and infrastructure.
Establishes the Data Advisory Council, its vision and direction. Gains direction from the council to oversee the creation of data governance policies and data management standards.
Defines the need for and oversees the implementation of Data Governance Management tools (Data Quality, Data Profiling, Metadata Management, etc.) as needed.
Assesses analytic and reporting data repositories for compliance with data governance policies and data standards.
Manages the creation of quarterly compliance reports.
Essential Duties & Responsibilities

Data Quality Oversight and Management
Develops and executes data quality strategies in line with the organization`s business strategy and goals.
Works with business owners to define and establish data quality rules and definitions consistent with both departmental needs and organizational strategies.
Develops data quality metrics (frequency and intensity measures) that identify gaps and ensure both business and IT compliance with standards across the enterprise.
Establishes the need for data quality process, governance, and issue tracking and control tools.
Works with business and IT partners to remediate identified gaps using both manual and automated solutions.
Establishes processes to continuously monitor data quality. Ensures processes are in place to proactively detect, correct, and prevent invalid data values.

Assures Data Strategies Are Linked to the Organization’s Business Goals/Results
Establishes, communicates, and implements strategic data plans, objectives, and strategies.
Maintains insight into and understanding of changing or emerging data needs requirements and demand related to changes in the corporate business strategy.
Provides structure and leadership to the Data Stewardship Council to assure consistent compliance with data standards and data quality procedures across the organization. Provides oversight and collaborative influence to the Data Advisory Council and Data Stewardship Council. Chairs all meetings with both groups.
Participates as a member of the Business Intelligence Management Team.
Maintains an active awareness of the business environment, corporate culture, and structure to support key decision-making.
Manages the escalation of all unresolved data management issues and concerns to the Data Management Steering Committee. Communicates and assures implementation of all final decisions.

Supervisory Responsibilities: Management/Leadership for Department or Unit
Direct management of the Clinical Coding function and potentially other teams within Data Governance that are closely tied to high data quality and/or ongoing data management.
Manages direct reports, systems, and projects to achieve organizational goals in accordance with Company policies and practices.
Prepares and analyzes department/unit data management and data quality plans and reports to determine resource requirements and priorities.
Provides leadership by exhibiting influence and expertise, thus affecting the data management and data quality results of the organization while assisting each operating area in meeting their processing needs and requirements.
Creates an effective work environment by developing a common vision, setting clear objectives, expecting teamwork, recognizing outstanding performance, and maintaining open communications.
Develops staff through coaching, providing performance feedback, providing effective performance assessments, and establishing performance and development plans.

Desired Skills and Experience
Education, Requirements, and Competencies
Education and/or Experience
Bachelor's degree from four-year college or university and 7-10 years of experience; or a Master’s degree and five years-related experience and/or training; or equivalent combination of education and experience in Data Quality and Data Governance and Medical Malpractice and/or Professional Liability Insurance.
Must be knowledgeable in insurance policy contracts, medical malpractice liability, general liability, managed care liability, excess/umbrella liability, and SIR and deductible programs.

Specialized Knowledge and Skills Requirements
Demonstrated experience working with semi-structured and/or unstructured data and data repositories used for data mining and innovation analysis.
Demonstrated management or leadership experience.
Extensive knowledge and understanding of Data Governance and Data Quality.
Extensive knowledge and understanding of Data Management.
Extensive knowledge and understanding of insurance and/or financial services industry.
Extensive knowledge and understanding of how data quality affects business decisions.

Employee must be proficient in the use and understanding of the Company's core underwriting operating system.

Reasoning Ability
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Certificates, Licenses, Registrations
Property and Casualty License helpful
CPCU or RPLU designation, or pursuit thereof, is preferred, or equivalent related experience and/or training.

Travel:
Occasional overnight travel may be required of this position (up to 25%).
