Director - Payroll - EDMC - Pittsburgh


Job description
Job Summary:
Provides strategic oversight and delivery of payroll operations and coordinates support for related departments, including Human Resources and Accounting/Finance. Responsible for oversight and direction of payroll projects, providing positive guidance and direction to Payroll Manager and Supervisors. Serves as EDMC’s technical expert and resource on all payroll related issues and projects. Manages special projects, long range planning, reporting and budget management. Ensures EDMC’s payroll services, policies and procedures adhere to applicable internal and external regulations and controls. Serves as a member of EDMC’s Senior Management Team, interacting with staff, internal constituents and external vendors and consultants.
Incumbent must assure that the EDMC philosophy: quality services to clients; development, growth, involvement, and recognition of employees; sound economic principles; and environment which is conducive to innovation, positive thinking and expansion - is considered in carrying out the duties and responsibilities of this position.
Key Job Elements:
Leads strategic project planning and develops departmental plans including project goals, business continuity, production and/or organizational priorities.

Develops policies and procedures and oversees the preparation, documentation and disbursement of all payroll operations, including authorization for funding of employee payments, administration and remittance of payroll taxes and third party payments.
Researches and analyzes regulations to ensure compliance with all federal, state and local regulations regarding payroll operations and taxation. Includes Department of Labor, FLSA and all regulatory requirements. Ensures compliance with internal and external audit controls.
Performs analyses and develops forecasting and financial planning guidelines for payroll taxes and accruals. Approves general ledger account reconciliations.
Develops payroll metrics illustrating payroll expenditures and trends.
Provides leadership and direction to payroll management staff. Is accountable for the performance and results of related disciplines. Executes functional business plans and contributes to the development of functional strategies.
Evaluates current systems, recommends and develops operating efficiency improvements. Maintains and develops vendor relationships, reviews contracts and recommends and leads implementation of system changes and process improvements.

Managers, Directors, VP’s, Executive and Senior Management Team and vendors
Directly Supervises:
Manager of Payroll and Supervisor of Payroll Tax
Indirectly Supervisors:
Payroll Supervisors (2)
Job Requirements:
Knowledge:
Bachelors Degree in Business or Accounting
CPP (Certified Payroll Professional) preferred
Minimum 12 years of experience
Experience with Lawson preferred
Skills:
Excellent communication skills, both verbal and written.
Strong interpersonal skills with all levels of employees and executive staff
Superior organization, prioritization, and self-motivation skills.
Strong computer skills. MS Office Suite.
Abilities:
Advanced abilities in interpersonal, verbal and written communications skills.
