Job description
Job Duties & Responsibilities
Partner with the International Business Area lead and team members to provide senior level competency for strategic development of business approaches and ownership of the complete spectrum of proposal, contract and agreement requirements within assigned Business Area.
Cooperate with Business Area team members to include Program Management, Legal, Finance, Operations, Engineering and other disciplines to achieve company objectives and maximize profitability of organization, and minimize risk to the company.
Create strategic contracting approaches for efficient drafting, negotiation and administration of Teaming Agreements, Nondisclosure Agreements, MOUs/MOAs, etc. intended to maximize the value of the company.
Anticipate potential customer and contract issues and create innovative contract solutions for Business Area opportunities. Implement agreed strategies for negotiation of agreements and contracts, including price and special provisions as warranted. Assume full Contract Management responsibilities (from proposal preparation to final contract close-out) for assigned Business Area contracts and agreements.
Monitor and manage contract performance for compliance with terms and conditions and regulations, as well as cost control, technical quality, and all delivery and reporting requirements.
Coordinate with Program Managers to monitor compliance with License Provisos.
Participate with Subcontracts and Purchasing personnel to assure compliance with applicable procedures, including the appropriate flow-down of prime contract requirements.
Implement and manage proprietary information protection with data rights assertions and trade secret policy and practice.
Assure full compliance with company policies and procedures and applicable laws and regulations.
Manage and mentor assigned subordinate Contract personnel.
Desired Skills and Experience
Required Qualifications & Background
Current expertise in International and Federal regulations, and relevant case law; significant senior level experience in directly related International and DoD/Federal prime government contract administration/management.
Background experience with full spectrum of contract types.
Significant International and commercial personal contract experience desired.
Entrepreneurial focus and ability to thrive and excel in a dynamic and technically focused environment.
Demonstrated business acumen with experience in developing innovative solutions and a successful record of problem-solving.
Capability to contribute to strategic planning at all levels.
Ability to interact effectively with company management, Business Area leads, functional counterparts and team members in a professional manner.
Excellent interpersonal and communication skills (written, verbal, and presentation).
Demonstrated capability working successfully in a collaborative environment that inspires confidence in coworkers and customers.
Experience in supervising, training and mentoring less experienced Contract professionals.
Passion for the work and the profession.
Ten years of directly relevant experience.
Bachelor’s Degree (Business Administration, Finance, or related field) or equivalent experience is preferred.
An advanced degree is a plus.
NCMA or other professional level certification(s) and/or related contracts coursework is desirable.
Availability to travel as business demands. International travel may be extensive.
Qualified to have access to data and technology that is subject to the International Traffic in Arms Regulations (ITAR).
Presently hold or capable of obtaining a U.S. Security Clearance (Secret).
Have working knowledge of ITAR and compliance process.
Serve as Contracts interface with the Export Control Function and maintain current status of ITAR approvals and requests.
