Facilities Division Director Berkeley Lab San Francisco

The Facilities Division Director oversees and assumes operational responsibility for leading Berkeley Lab Facilities Division activities, including planning, design, operation, maintenance, renovation and repair, emphasizing quality, safety, efficiency, and customer service. Reporting to the Deputy Laboratory Director for Operations/Chief Operating Officer, the Director will serve as the intellectual leader for the provision of all facilities infrastructure and services, including the development of a long-term strategy and its implementation. As a key member of the Laboratory Operations Leadership Team, the Facilities Division Director will be responsible for making substantial leadership contributions that advance Berkeley Lab’s fundamental mission of providing world-class science, forging partnerships inside and outside of the Lab and pursuing best management practices to meet Laboratory performance goals. Will oversee site planning in accordance with a long-range development plan, space planning, and programmatic moves, working closely with infrastructure-funding managers in the DOE Office of Science for infrastructure renewal and investment consistent with that plan.
Position is also responsible for management of the Safeguards and Security and Emergency Services Programs. Lead all strategic activities associated with the protection of personnel and property in accordance with federal regulations, DOE orders, and LBNL policies and performance criteria. Responsible for ensuring the team is capable of protecting Laboratory assets from a broad range of security threats including unauthorized access; sabotage; loss or theft of proprietary information; protection of government-owned and Laboratory-managed property; and other hostile acts that may cause unacceptable adverse impacts on the health and safety of DOE and contractor employees, the general public, or the environment.

This position routinely interacts with senior management from LBNL, the Berkeley Site Office, Department of Energy (BSO-DOE), and federal and local law enforcement agencies.

This is an Upper Management position and therefore falls under the At Will Upper Management policy.

The Facilities Division Director will:

Work in close partnership and teamwork with fellow Operations Leadership Team members.

Develop and maintain strong working partnerships with Scientific division leaders and senior management, ensuring that short term and long-term requirements for facilities infrastructure are aligned with Laboratory strategic goals and objectives, ensuring that the Facilities Division actively supports and is integrated with the Laboratory's scientific/technical research programs and scientific mission.

Manage effectively an annual budget of over $150 million per year, including capital budget

Personally model and promote integrity, customer service and accountability to a staff of approximately 230

Provide advice and counsel on the planning for appropriate infrastructure and operational services that will support the Lab’s scientific programs and the ongoing operational maintenance requirements.

Work with the scientific community and members of the Facilities leadership team to develop and execute a strategic, risk-managed plan for scheduled, unscheduled and delivered maintenance.

Update, prioritize and implement the Facilities strategic plan, while providing superior quality of work and customer service.

Manage efficient, safe, and secure programs for shuttle buses, transportation, stores, warehouse storage, receiving, and property management.

Work closely with the Project and Construction Office for project delivery

Direct the Laboratory, Safeguards and Security Services including: safeguards and security, protective services, property protection, law enforcement liaison, workplace violence response, sensitive investigations, security plans, and physical security (excluding cyber security, Site Access Office and UFVA). Incumbent has an important interface with the Laboratory’s head of cyber-security as both elements of the Laboratory’s overall security program share a common sponsor.

Foster an institutional security conscious culture that performs work securely and safely and integrates excellence in safeguards and security into Laboratory operations.

Coordinate site activities with local law enforcement officials, Laboratory Senior Managers, and other stakeholders to ensure site security.

Manage Emergency Services and Preparedness Programs including: emergency preparedness and planning, oversight of the Lab's contract fire department (current contractor is Alameda County), building manager coordination, hazardous material spill response, and medical emergency response.

Develops and oversees practices and policies to develop, revise, and publish the Site Emergency Management Plan, Business Continuity Plan, and the Emergency Management Strategic Plan.

Apply advanced knowledge and understanding of complex emergency preparedness concepts, practices and compliance issues to review and ensures compliance with DOE Order 151.1C (Emergency Management), the NFPA 1600 Standard (Emergency Management and Business Continuity), and other requirements

Act as a spokesperson with Laboratory Senior Managers regarding specific institutional security matters as needed to ensure effective communication and timely resolution of security issues.

Prepare for and respond to internal and external audits, assessments, exercises, and inspections.

Work closely with ESH, including those in the roles of Authorities Having Jurisdiction, to ensure compliant operations

Support ESH in fulfilling the role of Building Code Official (BCO) in jurisdictional administration for decision making authority regarding codes, enforcement and compliance associated with all LBNL facility buildings, roads and grounds.

Proactively build partnerships with and serve as a key liaison to Department of Energy and University of California officials to help influence implementation of DOE policies as they impact the Facilities Division. Seek effective business relationships with Department of Energy (DOE) stakeholders, the local community, other National Laboratories, UC campuses, and the UC Office of the President (UCOP) to provide innovative leadership for quality and excellence in customer service.

Provide leadership and direction to fulfill the Division’s continuous process improvement program, including validated measurement systems, benchmarking, and surveys.

Demonstrate responsiveness, cooperation, and consistent problem solving when representing the Facilities Division with internal and external stakeholders.

Address management challenges and tightening resources to achieve optimally effective and efficient staffing; guide strategies for hiring, retaining and developing diverse staff.

Evaluate and manage the performance of the Facilities staff while promoting a harmonious and productive, quality-oriented work environment that fosters staff development, training and advancement.

Partner with the Human Resources Department to build and maintain constructive relationships with labor organizations and their represented workforce.

Understand and manage to the governing Federal, Regulatory, State and LBL/UC contractual requirements.

Additional Responsibilities:

Contribute to the management of community affairs activities appropriate for representing facilities related community concerns.

Serve on Laboratory committees that improve institutional management and development.

Minimum Qualifications:

Bachelor's degree in engineering, architecture, facilities management, or related discipline and/or equivalent experience/training.

A minimum of 10 years of progressively responsible management experience in facilities management, operation and maintenance, or equivalent

Extensive experience managing the facilities organization of a private industry complex, university, or government research complex or campus with demonstrated improvement in efficiency and cost-effectiveness.

Successful senior-level leadership experience, including experience with employee development, mentoring and coaching.

Ability to direct and converse technically with engineers and architects regarding campus utility systems and the operation, maintenance, design and construction of the various building types that are present on the lab campus.

Diverse knowledge of the various trade support areas, custodial, HVAC, construction, carpentry, roofing, painting, plumbing, electrical, and equipment maintenance.

Extensive knowledge of emergency planning and security policy, procedures and technologies.

Must have excellent communication skills along with organizational and analytical skills. Demonstrated ability to interact effectively and diplomatically with a broad range of internal personnel, including Laboratory senior management, Operations and Scientific Division Directors and Deputy Directors, staff members, visitors, regulatory agencies as well as external organizations such as senior level UC and DOE contacts, State agencies, City officials, concerned citizens, and regulatory agencies.

Demonstrated ability and experience dealing with sensitive issues using tact and diplomacy, in order to obtain support, agreement, and/or compromise of position most favorable to LBL and DOE.

Incumbent will be required to possess a DOE Q Clearance once hired.

Demonstrated experience leading and managing a complex organization, providing effective oversight and guidance of operational, personnel management and administrative matters.

Demonstrated record of effectively integrating Environment, Health & Safety considerations in all work execution and organizational management.

Excellent oral and written communication skills necessary to effectively influence, negotiate, advise, explain and present to senior technical and administrative managers.

Superior interpersonal skills necessary to effectively build/maintain working partnerships with internal and external stakeholders.

Demonstrated commitment to mentoring and career development of direct reports.

Ability to interact at the highest level of management, both internally and externally, in a constructive and collaborative manner and in way that appropriately represents the Laboratory.

Additional desired qualifications:

Advanced degree (e.g., Ph.D. or Master’s Degree)

Experience working for a contractor administering a Federal (e.g., GOCO) agency such as DOE, NASA or NSF.

A professional engineering license from the State of California

Experience working within DOE programs related to safeguards, security and emergency response.

Experience supervising in a union environment

Currently possess a DOE Q clearance.

The Facilities Division Director is a career position that is appointed by and serves at the discretion of the Laboratory Director, and this appointment is at will and may be terminated at any time with or without cause.

Full-time, M-F, exempt (monthly paid) from overtime pay.

Salary is commensurate with experience.

This position is contingent on the successful completion of a background check.

Work will be primarily performed at Lawrence Berkeley National Lab, 1 Cyclotron Road, Berkeley, CA.
