Commercial Director Skanska Alexandria

To lead and manage the commercial activities with respect to developing and winning bids for major US PPP projects including development of strategy as well as negotiations of all required contractual documents with partners, advisors, suppliers, subcontractors and financiers all within a business case reflecting Skanska’s risk profile and return expectations
Main Duties and Responsibilities
Support the Project Director, in developing budget, human resources plan, bid/win strategy, investment approval, management and board approvals and other internal documents required for the project.
Be responsible for developing the project business case including risks identification and mitigation of commercial, financial and operational risks all to be within Skanska approved limits and requirements.
Prepare and update Project Risk Registers and Operational Risk Assessments (ORA’s) in accordance with Skanska procedures including liaison with other Skanska BU’s and third parties as necessary.
In cooperation with the Project Director develop and implement the commercial strategy for the project.
Manage legal, insurance and other commercial third party advisors and consultants within approved project budget.
Proactively engage in developing good working relationships with all project stakeholders, including partners, suppliers, advisors and subcontractors.
Take a positive and visible leadership role on commercial matters to support the Project Director in negotiations with the Client and its advisors as well as subcontractors and suppliers to the project.
Develop good working team structures to suit the project, co-ordinate with consortium adviser activities and establish meeting schedules and progress reporting protocols.
Assist the Project Director in the management of the full bid team including providing input to and report to Sponsor and project boards on key commercial issues.
Facilitate the creation of an open culture with collaboration across multi-disciplinary project streams and other stakeholders.
Review and analyze the Client’s requirements and selection criteria and together with the Project Director develop a negotiating strategy.
Structure and implement an appropriate legal and commercial framework for the project that reflects the commercial risk/reward profile approved by the Skanska and Project boards.
Ensure that the commercial assumptions for the business case are properly reflected in the financial model, working with key consortium advisers and internal finance specialists as necessary.
Lead commercial negotiating with the client and all subcontractors, partners to the project at all stages up to and including financial close, including concession agreements, Design-Build Contracts, Operations and Maintenance Contracts etc. Manage the commercial interface with all Project participants, ensuring appropriate and effective management of risks reflecting Skanska’s risk/return profile with the aim of delivering the best possible competitive proposal.
Support in the negotiations of funding and security documentation with lenders and underwriters on all commercial aspects of the bid.
Support in the development of a robust and viable financial model for the project, by analyzing and managing key commercial inputs to and outputs of the financial model taking into account both deliverability and competitiveness of the business case.
Post financial close, ensure a smooth hand-over to the SPV Management team.
Ensure that Health and Safety, Quality and Environmental management issues which will become the responsibility of the project company post financial close are adequately reflected in contract arrangements.
Developing, sharing and implementing project management processes, knowledge and best practice which contribute to Skanska ID’s company-wide capabilities.

Experience
Experience in developing commercial strategy and contract negotiations.
To be demonstrably comfortable acting at a senior level as a structurer and negotiator involving multiple stakeholders (including contractors, suppliers, lawyers, financiers, investors).
Experience in leading and coordinating multi-disciplinary teams, involving a large number of project staff.
Should have managed significant bid-related budgets cost effectively.
Desirable to have a broad knowledge of the key success/failure factors related to the specific sector or project. Additional relevant experience may include facilities management/lifecycle and town planning/property development is helpful.
Be able to demonstrate a strong sense of corporate social responsibility, balancing the interests of stakeholders with those of the community.
Essential Qualifications:
Bachelor’s degree or higher
Professional qualification in relevant field
