Job Description
Serves as the liaison between the senior executives, leaders in the business units, and the business development and proposal staff to achieve the overall strategic mission of Louis Berger Services, Inc. (LBS). The Director will oversee a staff of proposal/business development specialists and will shepherd the business development process from start to finish (including marketing and proposal efforts), working effectively with technical specialists across LBS offices.
Strategy and Sales
Attends and leads Business Development meetings.
Reports monthly progress of the pipeline and proposals to the CSO and other senior executives.
Tracks client opportunities and searches websites for business units.
Assists CSO and other senior leaders in development and implementation of strategic business development plan.
Assists client account managers with positioning LBS for new pursuits (new markets, locations).

Proposal Management
Oversees the go/no-go decision making process, along with the appropriate capture team.
Ensures all proposals are assigned to staff and oversee workload to ensure consistency/balance.
Maintains â€big picture†view of all proposal activities within company.
Manages strategic proposal efforts and/or large, very complex pursuits.
Leads development of strategies for proposals, qualifications, presentations, and any deliverables.ÂÂThis includes working directly with division managers, project managers, project directors, technical experts and other firms in the pursuit of new opportunities.
Works with business development specialists to coordinate all aspects of the proposal process from the lead/prospect stages to the proposal close-out, including analyzing the RFP/RFQ requirements, writing non-technical portions, editing and organization of materials and ensuring compliance with LBS corporate standards as well as participating in debriefs.
Works with business development specialists to develop proposal schedules and ensure strict adherence to these schedules.
Works with business development specialists to maintain consistency/corporate branding for Louis Berger and LBS across all of the business units in templates/styles used. Ensures coordination with graphics support staff.
Leads/participates in stage/color review meetings.
Reviews proposals coordinated by other business development staff for the company.
Ensures all proposals are completed on time and compliant with corporate policies.
Improves efficiency and effectiveness of bidding.
Drives and champions best practice bidding/proposal development.
Serves as the primary interface for support to other BGH company proposal directors for collaborative efforts and data exchange.

Promotions (Marketing)
Monitors and tracks membership, sponsorship, attendance, and registration opportunities for professional societies and associations, seminars, conferences, tradeshows, webinars, industry events, client/prospect visits, company/supplier registrations.
Assists with preparation and maintenance of marketing materials (brochures, flyers, SOQs) for tradeshows, business development meetings, etc. Analyzes current marketing materials in existence and plans for future needs.
Develops, maintains, and disseminates standard templates that align with Louis Berger and LBS branding guidelines.
Assists Corporate Communication Department (LB) with LBS input for website, i.e. press releases on recent wins, project descriptions, services/market information.

Management
Manages all marketing and proposal staff for the company, across its offices.ÂÂAssigns workload and oversees time management. Manages the budget for the department.
Ensures communication among all business development staff supporting the proposal and BD efforts.
Maintains a system to ensure all master resumes and project descriptions are developed and updated.
Monitors and tracks client satisfaction with LBS performance (i.e., awards, commendations, rankings, CPARS/ACASS/CCASS/PPIRS), reports findings to management, and disseminates for use in proposal and marketing efforts.
Works with other members of the bid and capture team to review and maintain boilerplate text for proposals, sources sought responses, EOIs, etc.
Collects, manages, and disseminates critical information which could support other bids (i.e., SAM, DUNS, CCR, ORCA/Reps and Certs, SF330 Part IIs, SF294s, vendor/suppliers), and in coordination with other departments, i.e. contracts, HR, SB liaison, and procurement.
Analyzes current business development processes and systems for the company and makes suggestions for improvement.
Leads LBS internal migration efforts from current BD systems to new enterprise solution (Deltek CRM).

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: Â The following are required skills upon hire for the position:

ÂÂÂÂÂ Proposal writing and/or proposal management experience of large scale, competitive proposals for the Federal Government.
ÂÂÂÂÂ Excellent writing and communication skills.
ÂÂÂÂÂ Ability to work effectively with variety of personnel.
ÂÂÂÂÂ Skills in editing, formatting, and graphics development.
ÂÂÂÂÂ Formal training in industry-recognized proposal management disciplines (i.e. Shipley, Miller-Heiman).
ÂÂÂÂÂ Some experience with Adobe Creative Suite.

EDUCATION AND WORK EXPERIENCE: Â
Â
Bachelor’s degree in Business Administration, Marketing, or industry related field, Masters’ degree preferred.  Ten years of experience with a minimum of 5 years in managing business development processes, proposals and/or marketing efforts.  A proven track record in managing large proposal development efforts in response to Request for Proposals from federal and state agencies is required.  Prior experience with Department of Defense agencies a plus.  Prior experience with a base operations support/operations and maintenance/facility support services company is also a plus.
