Job description
The primary purpose of this job is to lead the capital markets team in lowering the credit union’s cost of borrowing, increasing returns on the investment portfolio (commensurate with the amount of risk) and hedging interest rate risk. This job will manage the enterprise cash management process including wire transfers and liquidity, ensure financially sound acquisition/disposition of assets, realize efficient secondary marketing pricing, and collateral protection and management of PenFed’s asset and liability portfolio.

Manage Returns on Investment portfolio through comprehensive understanding of alternatives, ensure compliance with ALCO and Board policies, monitor and quantify risks under different economic and interest rate scenarios.

Execute borrowing transactions, derivative transactions, and implement loan sales, purchases, and securitizations to limit risk.

Establish methodology and implement integration of portfolio prepayments, transfer pricing and market rates into simulations with the objective of identifying hedging and revenue enhancement strategies.

Construct prepayment and securitization analysis based action plans to manage market risks in Real Estate portfolio.

Manage daily liquidity and develop monitoring tools to assist in the evaluation of funding alternatives for funding asset growth.

Manage and develop asset pooling methodology to realize efficient secondary market pricing.

Manage and develop methodology to monitor and mitigate portfolio level risk including financial models used in the enterprise.

Facilitate ALCO process by recommending changes, annual renewals of policies and procedures governing asset liability management, prepare compliance schedules, and present funding and investment analysis.

Oversee daily capital markets positions, pricing, and transactions.

Conduct repo and reverse repo transactions.

Maintain broker relationships and annual due diligence.

Input investment transactions to bond accounting system, verify accounting records.

Perform reconciliations of holding with safekeeping entities.

Maintain investment pledge records.

Report on loan sales and purchases.

Create liquidity plan and cultivate alternative sources.

Oversee updates to Funding, Liquidity, and Investment policies.

Prepare regulatory reporting for investments and borrowings.

Respond to audit and regulatory requests.

Monitor external credit measures from strategic partners.

Provide assistance to Deposit and Lending areas for new products/services.

Prepare monthly spreadsheet analysis on investment holdings and outstanding borrowings.

Education and Experience
Equivalent combination of education and experience is considered.

Bachelor’s Degree in Finance, Business, or related field required.

Master’s Degree in a related field highly preferred.

Minimum of ten (10) years’ experience in Treasury.

Minimum of seven (7) years’ experience in a managerial role required.

Expereince with compliance requirements such as Dodd-Frank is required.

Supervisory Responsibility

This position will directly supervise employees.

Work Environment

While performing the duties of this job, the employee is regularly exposed to an indoor office setting with moderate noise.
