This is a key position within the Immigration and Customs Enforcement (ICE). Organizational Location: This position is located in the U.S. Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Office of Chief Financial Officer (OCFO), located in Washington, DC.

QUALIFICATIONS REQUIRED:

You qualify at the GS-14 level if you possess one year of specialized experience equivalent to the GS-13 grade level in federal service, performing duties such as:
Participating in developing, evaluating and implementing the policies and practices of management, budget, performance management and accountability;
Advising financial or budget experts on issues that involve applying or tailoring methods to a variety of situations;
Defining objectives, interpreting policy and determining their effect on program needs; and
Participating in special studies or task forces to provide advice and direction to managers in all financial matters related to the planning of management programs to meet mission requirements.
You qualify at the GS-15 level if you possess one year of specialized experience equivalent to the GS-14 grade level in federal service, performing duties such as:
Developing and directing budget and performance management activities for broad and emerging programs of national or international scope where no precedents exist;
Establishing and implementing new programs and objectives for regulatory or legislative initiatives to achieve program goals;
Researching and examining new or improved business and management practices for implementation to agency programs or operations; and
Serving as a senior expert and consultant to top management officials on integrating budget and performance management systems.
National Service Experience (i.e. volunteer experience): Experience refers to paid and unpaid experience, including work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

DUTIES:

This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Office of the Chief Financial Officer (OCFO). The purpose of this position is to lead the implementation of best practices from the Office of Management and Budget (OMB), Government Accountability Office (GAO) and U.S. Congressional Committees. Typical work assignments include:
Responsible for developing, evaluating and implementing the policies and practices of the OMB, GAO, and congressional committees throughout the Office of the Chief Financial Officer for the operation and presentation of the DHS/ICE/OCFO financial management programs;
Serve as the focal point of contact with members of the ICE executive staff, OMB, GAO, and Congressional Committee staffs, for decisions affecting the mission of respective headquarters and field office operations and requirements;
Serve as ICE’s advisor implementing OMB executive orders and Congressional mandates relative to budget and management; and
Work with external stakeholders, OMB and GAO to define entity wide budget and performance strategy and goals.
