Summary
Manages employees and managers performing business, program and portfolio management activities for Pre-Flight Optimization Solutions (Tail Assignment, Flight Planning, Ops. Data, Rwy Analysis, NOTAMs, Weather, Weight & Balance and Crew Briefing) across all customer markets (commercial, military, business and general aviation). Develops and executes strategies, integrated organizational plans, policies and procedures and guides the business and technical strategies, goals, objectives. Acquires resources for organizational activities, provides technical management of suppliers and leads process improvements. Develops and maintains relationships and partnerships with customers, stakeholders, peers, partners and direct reports. Provides oversight and approval of investments, technical approaches, products and processes and is responsible for overall business performance. Manages, develops and motivates employees and mid-level managers.
Essential Functions
Leads others and directs all phases of assigned programs or projects by utilizing program and project methodologies, systems, tools and quality standards as defined by Digital Aviation in developing program and project plans and deliverables that meet identified requirements. These may include, but are not limited to: JUP, Boeing PMBP, PMBoK, Jeppesen Quality Policy, CMMI, and ISO. Develops, assigns and maintains (through version control) the documented program organization structure including Responsibility, Authority, and Accountability (RAAs) of each team engaged on the program.
Coaches, counsels, mentors and provides developmental opportunities and job assignments to enhance performance and expand capabilities of mid-level managers and others within their organization. Provides on-going developmental feedback to organizational leaders. Champions organizational initiatives geared toward recognizing employee achievements, increasing employee satisfaction and retaining a skill and motivated workforce. Rewards leadership team for their efforts to recognize and motivate others.
Facilitates communication of program health and status with program and project teams, stakeholders and sponsors, and senior and executive level management. Prepares and participates in risk, issue and opportunity identification and mitigation or capture sessions and escalates to program leadership when assistance is required to remove road blocks. Creates and ensures adherence to a program operating rhythm conducive to other required reporting or briefings including gate, phase or iteration reviews. Captures and documents all lessons learned or after action review comments and provides summary briefings as necessary. Reports to or consults with senior and executive level management.
Establishes alliances with other departments and organizations by recognizing dependencies in order to assess potential partnership and commitment to the program. Develops and maintains constructive and cooperative interpersonal working relationships with others.
Applies expertise in budget management principles and practices to ensure realistic budgets are set and attained for multiple projects across the organization. Monitors organizational financial metrics to support budgetary planning and to determine appropriate corrective action. Determines financial objectives for organization or functional area.
Analyzes program performance measures (including earned value) to determine options and appropriate actions to increase program and project performance. Coordinates and provides program cost reporting and analysis on a regular schedule.
Education/Experience:
High school or secondary school graduate or equivalent.
Bachelor's degree in Computer Science, Mathematics, or a related technical degree program, and 8 or more years of related experience, or the equivalent and validated proficiencies, which includes seven (7) years of experience managing a staff.

Ability to accomplish results through subordinate managers who have overall responsibility for the successful operation of assigned areas. May also lead high level individual contributors focused on corporate wide projects or initiatives. Determines and establishes the organization structure of centralized function and units. Leads or participates as the functional global leader of organizational initiatives that impact Jeppesen inside and/or outside of individual department or BU/SU. Initiates collaboration and coordination with other leaders to improve business performance across the enterprise. Promotes a culture of continuous improvement that values open and honest communication.
Develops strategic plans and objectives for the assigned unit or department. Detailed knowledge of the company across business units allows for innovative concepts and promoting new ideas. Supports organizational vision and strategy through the formulation of long range business plans. Provides direction to managers in various areas, groups, and/or operations.
Consistently works with abstract ideas or situations across functional areas of the business. Through assessment of variables, identifies and evaluates fundamental issues, providing strategy and direction for major functional areas. Requires in-depth knowledge of the industry, functional area, business strategies, and the company’s goals. Has budget responsibility for own functional area.
Interacts internally and externally with senior level management and/or major customers, requiring negotiation of critical matters. Has an impact on company-wide initiatives and goals. May be final decision-maker on policies for the assigned unit or organization.
Decisions could have a serious long-term effect on the business unit or company’s success and financial impact. Decisions impact performance, compliance & exposure at the enterprise or BU/SU level.
