Job description

Regular Duties - The essential functions of the job include, but are not limited to, the following. (All jobs may perform additional functions as assigned and requested)
• Responsible for developing and leading a strategically oriented Project Management Office (PMO) consistent with the growth strategy and resource capability of TAES.
• Ensure that all key projects and initiatives support the achievement of TAES’ strategic plan and goals by embedding a culture of governance, quality assurance, process improvement and monitoring of results within the organization.

• Lead a cross-functional PM steering and governance committee broadly responsible for the development and roll-out of consistent PM and project control practices as well as project tracking, monitoring and reporting systems.
• Develop, create and implement policies, procedures and templates to establish a consistent Project Management and project control methodology.
• Provide senior level direction and oversight for project management, project control, estimating, planning, scheduling and contracts administration process for TAES projects.
• Regularly monitor and track projects in the areas of budget, change notices, customer satisfaction, regulatory compliance, schedule and scope. Submit project status reports and other project information to project stakeholders and senior management on a regular basis and as requested.
• Work with Project Managers, Project Engineers and other project team members within the organization to identify opportunities to accelerate project delivery and optimize the project management approach.
• Advise, consult, and assist internal project owners and teams on an ongoing basis to ensure compliance with the company's Project Management methodology.
• Ensure measures are taken in projects to increase quality and mitigate risk, including risk analysis, impact assessment, and needs assessment, staffing and workload balancing, planning and execution, contingency and deployment plans.
• Initiate and conduct specific reviews for projects at risk or as requested by senior management.
• Provide formal and informal training to Project Managers and project teams on Project Management methodology, project control and project life-cycle activities.
• Monitor new project and proposal development to ensure accurate and quality estimation process has been incorporated.
• Determine additional project management personnel requirements needed to support the long-term growth and success of TAES.
Education and Professional Certifications
• Bachelor's Degree in Engineering, Business Administration or related field required and graduate degree in business or management preferred.
• Project Management Institute (PMI) certification preferred or demonstrated experience with the PMI body of knowledge.

Skills, Experience And Other Requirements

• Minimum of 10 years related experience and will have created or managed and enhanced a project management office or program management discipline.
• Excellent organizational skills with proven competency in project management and the execution of multiple large scale projects critical to the delivery of business strategies and goals, with several examples of successful (on time, on budget, with stated value) program deliverables.
• Persuasive leader who can serve as an effective member of the leadership team and communicate project management and business analysis related concepts to a broad range of technical and non-technical employees.
• Ability to think strategically, formulating action plans and seeing them through as well as the ability to lead multiple projects, while being flexible and responsive to changing priorities
• Demonstrable experience defining governance/project management framework, and measuring adherence.
• Application of/experience with a process improvement discipline (ex. Six Sigma).
• Minimum ten years of progressively responsible professional experience in contract development, procurement, materials management, and associated administrative functions for a project oriented medium to large organization in a highly-regulated power generation sector required.
• Previous experience working with Federal Acquisition Regulations (FAR) and the US government contracting processes required.

Working Conditions & Physical Requirements
Standard office environment. No extreme working conditions or physical requirements.
