Director - Pricing and Reimbursement - Biogen Idec - Cambridge


Job description
The Director of Pricing and Reimbursement (P&R) Strategy is a member of the BIIB Global Market Access (GMAx) team. He/she leads a P&R Strategy team within a Therapy Area (TA) to deliver the market access strategy and obtain reimbursement and access at target price for BIIB products. He/she is expected to partner cross-functionally with R&D, Commercial, Government Affairs, Finance, Business Development, Health Economics Outcomes Research (HEOR), Regions, and Market Access Affiliates,.

Key responsibilities include:

1) Lead the development of P&R strategies and management of market access strategies throughout the life cycle of products for the TA;

2) Point of accountability to the Program Team(s) and Commercial Team(s) for overall market access strategies for the TA;

3) Build interfaces with new product planning and other R&D groups to ensure early stage product development plans reflect payer value requirements and price/access optimization for the TA;


4) Develop overall market access strategies for the TA jointly with HEOR, the Regions and Market Access Affiliates;

5) Develop value driven optimal pricing strategies for markets including value based contracting, tendering, etc. to ensure market access throughout the life cycle of a product within the TA;

6) Develop P&R Strategy product/franchise leads to be effective conduits for the Program Team(s) and Commercial Teams on behalf of the GMAx functions;

7) Develop P&R Strategy product/franchise leads to be effective core members of Program Team(s) and Commercial Team(s);

8) Develop P&R Strategy TA team to work effectively with other GMAx functions to coordinate launch support, contribute to go-no-go decisions, etc.;

9) Develop P&R Strategy product/franchise leads to effectively represent GMAx, and appropriately integrate payer perspectives into BIIB strategic documents/plans;

10) Develop P&R Strategy product/franchise leads to effectively collaborate with Commercial and Finance to appropriately forecast pricing of BIIB products for the TA;

11) Contribute cross-functional decisions for launch and lifecycle P&R strategies for the TA, by proposing price/access positions, country price targets, regional price guardrails and launch sequences;

12) Collaborate with Regional EU+ and EMK teams to support recurring payer reimbursement reviews and to evaluate country price exceptions to global pricing corridors and policies;

13) Deliver key insights through payer market research and other secondary analytics, including quantitative scenario and valuation modeling for the TA, from early development to lifecycle stages;

14) Provide input into licensing and business development with P&R and value strategy at appropriate due diligence stages for the TA;

15) Develop P&R Strategy TA team to understand, monitor, and maintain intimate knowledge of the global P&R systems and requirements;

16) Develop P&R Strategy TA team to deliver innovative pricing strategies, including contracting/tendering frameworks, risk sharing programs, and portfolio strategies where appropriate;

17) Develop, coordinate and communicate P&R Strategy long range and roadmap planning for global, US and EMK;

18) Identify environmental issues and long range planning assessments, including expert point of view on P&R system reforms and evolving competitive access landscapes for the TA;

19) Represent BIIB GMAx function externally at P&R and policy related forums to influence and further the science;

20) Develop a productive relationship and integration with other GMAx functions to seamlessly deliver market access support globally and locally;

21) Develop excellent quality of P&R staff and an organization of capable, technically skilled, motivated and properly directed people, in order to achieve the best reimbursement and market access evidence generation at targeted price;

22) Ensure compliance with law requirements.

Qualifications

• Master level or above in relevant P/R discipline with at least 5-10 years of industry or relevant experience. Country specific market access experience a plus.
• Solid leadership and influencing, strategic planning and organization, decision making and problem solving skills.
• Solid understanding of payer environment, both US and globally, including coverage and reimbursement, pricing, value drivers, formulary management, health technologies assessment, and health policy.
• Demonstrated understanding of pharmaceutical product development, pricing and/or commercialization.
• Ability to develop deep therapeutic expertise, credible internally and externally to BIIB.
• Demonstrated project and people management skills and ability delegate.
• Strong technical skills coupled with understanding of business needs.
• Strong written and verbal communication to effectively convey strategic and technical market access information/issues to executives and access staff.

Education
