Director - Contracts and Grants Accounting - The National Academies - Washington


Job description
The Office of the Chief Financial Officer (OCFO) is responsible for all financial aspects of The National Academies, including Accounting, Budget, Contracts and Grant Accounting, Travel and Financial Analysis and Reporting. The Director, Contracts and Grants Accounting provides direction, management, and leadership in the Contracts and Grants Accounting Office of the Chief Financial Officer. Directs the activities of a comprehensive set of post award financial functions. Supervises and coordinates the activities of supervisory staff and managers.

Has primary responsibility for one or more specialized financial and accounting functions for the institution. Ensures longer-term functional objectives are translated into shorter-term tasks, and establishes processes/procedures to ensure the effective and efficient operation of a somewhat complex function. Has authority to take whatever action deemed advisable or necessary, subject only to organizational and departmental policies and rules. Provides innovative solutions to complex problems that impact program's or project’s success. Serves as resource to others. Must directly manage exempt level employees. May manage nonexempt employees directly or through supervisors/leads.


ESSENTIAL JOB DUTIES:
Works closely with the Director of the Office of Contracts and Grants to provide seamless customer service to NRC program divisions and sponsors.
Oversees the billing and collection function for the National Academies. Ensures that accurate billing is completed and the cash collection process is timely and efficient.
Provides audit support and the preparation of audit schedules for DCAA audits, sponsor audits, and the audits of Federal awards, including the A-133 audit. Maintains effective liaison with Federal auditors to facilitate audit of NAS records and resolve noted discrepancies.
Oversees accounting for contracts and grants, including journal entries, cost transfers, revenue recognition, and accounts receivable.
Oversees the closeout process, ensuring contracts and grants are closed-out in a timely and efficient manner.
Serves as Subject Matter Expert for the PeopleSoft modules that support the accumulation of program costs, billing, and accounts receivable.
Leads a multi-disciplinary group of employees in projects that will maintain integrity of job ledger for sponsored awards.
Advises financial officers in administering post award financial information in accordance with the National Academies (NAS) policies and sponsors’ requirements regarding records, reports controls and conditions governing expenditure of funds; provides training to program staff on allowable costs and project financial management.
Establishes and maintains procedures and guidelines for financial post award administration. Ensures the procedures and guidelines are uniformly understood and properly administered
Supervises and coordinates activities of assigned employee(s). Provides leadership and mentors unit employees. Trains and develops employees to successfully perform current responsibilities and encourages development of staff. Interprets and ensures consistent application of organizational policies. Initiates personnel actions, including performance and compensation reviews and disciplinary actions.
Serves on various multi-disciplinary teams convened for special projects.

Desired Skills and Experience
Bachelor's degree in Finance/Accounting or related field or equivalent knowledge with 8 years of related professional experience, 3 of which were in a supervisory capacity. Thorough knowledge of federal cost accounting standards, OMB circulars, FAR, CAS and GAAP. Ability to solve intellectual problems of substantial variety and complexity using originality and ingenuity. Ability to operate using substantial latitude for independent judgment and action. Experience working in complex environments with a high degree of organizational effectiveness. Ability to lead and direct staff. Ability to work successfully in a team environment and to form and maintain effective teams. Ability to develop relationships with co-workers and employees in other National Academies’ departments through effective communication. Excellent communication skills with a proven ability to effectively interact with all levels of employees. Serves as a resource to others in the resolution of complex problems.
