Director of Program Management and Field Operations Cassidian Communications, Inc. an EADS North America Company - Frisco, Texas



Job Description

SUMMARY
A senior level manager who under limited supervision, manages the day to day activities and the revenue generating efforts,  processes and support tools associated with the Field Operations team, including LMR Procurement, Project Management, Systems Integration and Field Implementation and Roll-Out functions. This position is responsible for all phases associated with the Field Implementation and roll-out of P25 networks as well as the phases associated with the management of Service Level Agreements (SLA). Interfaces with customers, employees and management to achieve and/or exceed established goals and objectives.

ESSENTIAL DUTIES AND RESPONSIBILITIES
General
  • Lead continuous departmental process optimization and performance quality monitoring. 
  • Primary liaison between the Operations Department and the LMR Management Team. 
  • Direct the implementation of technology/skill improvement initiatives required for peak departmental performance.
  • Provide leadership to departmental staff with focus on effective communication, teamwork, problem solving and troubleshooting.
  • Contribute to, review and approve all departmental documentation related to Service Level Agreements, Scope of Work, and RFP responses.
  • Prioritize resources, projects and deliverables with an emphasis on delivering on time and within budget.
  • Continuously monitor and maintain established performance effectiveness/efficiency goals.
  • Oversee the successful achievement of all project goals and maintenance of EAC, and MIS reporting for each project.
Financial and Budgetary
  • Accountable for the budget of the Field Operations Department.
  • Researches, identifies and implements new opportunities to generate revenue through department activities.
  • Creates mechanisms to track and monitor the success of revenue generating efforts.
  • Creates and manages department expenses and capital budget.
  • Accounts of costs and prepares cost justifications for capital acquisitions.
  • Continuously monitors and maintains revenue and profitability goals established for the department. Prepares a “get well” plan for negative variances.

RFP Activities
  • Prepares, updates and maintains a standard offer package for P25 technology.
  • According to the configuration defined by the Sales Support Manager(s) and the System Design team, defines, describes and quotes (costs) and all field operations services and other required services (SLA).
  • Validates and approves the Field Operations consultation, subcontractor and 3rd party supplier specifications.
Service Level Agreement (SLA) Activities
  • Prepares resource plans and initiates Employment Requisitions for projects.
  • Manages the capacity/workload plan, short and long term.
  • Maintains the resource capabilities needed for the projects (skills and technology).
  • Approves SLA processes, i.e., warranty, network availability, customer support, training, documentation, spare parts, IPC, repair, etc., on every project.
  • Validates and approves subcontractor(s) selection, processes and subcontractor(s) qualifications.

Project Management:
  • Oversees detailed project schedules prepared for bids and RFP(s).
  • Oversees the successful implementation of projects per project schedules.
  • In the event of project schedule slippage, works with Project Manager(s) to establish corrective action plan.
  • Oversees the monthly creation and updates of Estimate At Completion (EAC) reports.
  • Oversees the monthly creation and updates of Management Information Systems (MIS) reports.

Reporting
  • Develops and improves metrics that allow quick assessment of performance trends, i.e., customer satisfaction, quality and services, resolution response times, etc.
  • Identifies areas for improvement and takes appropriate action towards measureable, continuous improvement.
  • Prepares monthly Board Meeting Reports for EMT review.
  • Participates in the monthly PCC Staffing Committee forecasting and reporting.

Management
  • Manages day-to-day organizational responsibilities with emphasis on the technical and financial aspects.
  • Establishes departmental objectives based on Customer and business expectations and ensures team’s performance and tasks meet and/or exceed expectations.
  • Fosters responsibility and accountability within all aspects of the department.
  • Leads by example.
  • Demonstrates willingness to do whatever it takes to meet ever changing departmental needs.
  • Ensures quality standards are adhered to.
  • Creates innovative approaches to deliver new services based on customer needs. Reviews service delivery models and makes improvements based on industry needs.
  • Monitors and evaluates employee performance. Prepares and administers performance evaluations.
  • Works with the VP/GM and Human Resources on performance issues and terminations.
  • Works with the VP/GM and Human Resources on recruiting process. Oversees the hiring process.
  • Oversees training new and existing staff and fosters teamwork to help them meet and/or exceed performance goals. Promotes employee growth and involvement.
  • Develop, coach and motivate staff to peak performance; addressing performance issues in a timely manner.
  • Represents the field services department at meetings, trade shows and other venues as directed.
  • Ensures that PlantCML policies and procedures are met within the department.
QUALIFICATIONS AND SKILLS
  • Bachelor degree in Business, Computer Science or related field.
  • +15 years management experience, at least three years at a Director level in similar position.
  • Extensive experience in large scale project management and rolling out large telecoms or radio communications networks.
  • Proven proficiency in LMR and networking technologies..
  • Proven proficiency in Microsoft Office and PC based applications.
  • Previous P&L responsibility and success increasing revenue while maintaining profitability and customer satisfaction.
  • Proven track record of identifying complex problems and developing financially sound solutions.
  • Strong leadership skills, ability to manage on-site and remote teams.
  • Highly analytical, strong problem solving and time management skills
  • Ability to manage competing priorities and multiple projects.
  • Ability to effectively communicate with all levels of the Company.
  • Ability to work well in cross-functional teams.
  • Excellent communication skills, both oral and written.
  • Ability to prepare reports and presentations for senior management and customers.
  • Ability to travel 25% of the time, sometimes on short notice.
  • Ability to work the required hours of the position, as well as productively with frequent interruption.
