Director Tax Counsel Pfizer Singapore

The Global Tax Planning team is responsible for identifying, developing, implementing, and managing tax strategies to help minimize Pfizer’s overall tax cost and enhance the value to internal customers and external stakeholders. The Global Tax Planning team also optimizes tax consequences of business transactions and monitors proposed legislation for impact to Pfizer and for tax planning opportunities.
This role will have direct responsibilities for all aspects of tax planning, with initial primary focus on a few selected markets in the Asia Pacific region and with growth potential to significantly expand to cover additional markets. This person will need to have a deep understanding of tax law for the local markets as well as the interrelationship to U.S. and other jurisdictions’ tax law. Specific tax responsibilities will include all aspects of tax planning and managing tax audits for the responsible markets.
This person will need to develop close relationship with the business teams in the relevant markets and will be an integral link between local markets and the rest of Global Tax. The person in this position will need to manage outside counsel and accounting advisors effectively, as well as performing independent research and planning covering U.S. and local market tax issues and tax issues in other jurisdictions. This individual will coordinate and interface extensively with tax professionals across different functions within Global Tax, such as compliance, global audit and global M&A, on all issues related to the region, as well as functions outside Global Tax, including Treasury, Controller, Finance, Legal, Supply Chains, etc.
Tax Planning Responsibilities:
Under the direction of the VP International Tax and Senior Director Tax Planning APAC, assist in the analysis of business activities, M&A transactions, financing and commercial transactions, including identification and evaluation of alternatives and providing recommendation of solutions to senior management
Recommend tax-related decisions that affect the APAC markets; provide management and oversight for tax issues in APAC markets, including all local country tax planning
Take the lead on the development, planning and implementation of significant multi-national tax planning projects that cover the local markets
Coordinate and interface extensively with tax professionals across different functions within Global Tax, such as compliance, global audit and global M&A, as well as professionals outside Global Tax (e.g., Treasury, Controller, Finance, Legal, supply chains)
Serve as tax representative on multidisciplinary committees regarding transactions and other business initiatives
Maintain knowledge of existing and proposed local and foreign tax rules, legislation, rulings, regulations and litigation
Closely monitor and advise on changes in the relevant markets that may affect the company’s tax positions
Actively seek out planning strategies to minimize local country cash taxes and Pfizer global effective tax rate
Establish and update tax planning models to forecast the utilization of tax attributes, changes in tax positions, and other opportunities that advanced planning may identify
Assure the adequacy of book tax provisions and deferred income taxes as it relates to tax planning strategies
Assist the Global Tax and Business Development teams in structuring acquisitions and divestitures to minimize local and U.S. tax costs as well as transaction and transfer tax costs
Support M&A teams with tax due diligence and integration for acquisitions that relate to the local markets
Negotiate and obtain tax holidays, incentives and financial subsidies for Pfizer’s operations in the local markets
Partner with Transfer Pricing team to monitor and counsel management on global transfer pricing policies and issues
Partner with Global Tax Indirect Tax team regarding VAT and other indirect tax planning
Analyze and model the optimal capital and borrowing structure to meet the needs of the existing operations – including thin capitalization and local withholding tax issues
Audit Responsibilities:
Actively participate, manage and oversee income tax audits for the local markets in APAC; this person will be the key Global Tax contact for managing and bringing relevant local markets’ non-U.S. tax audits to successful resolutions
Work with Global Tax and business personnel to analyze and advise on current audit-related issues and audit implications of planning ideas
Effectively manage outside counsel and accounting advisors
Partner with Indirect Tax team on audit support as needed
Extensive interface with non-U.S. tax authority agents and be responsible for developing positive relationships with such tax agents
Tax Compliance & Reporting Support:
Analyze and assess Pfizer’s uncertain tax filing positions under FIN 48 to determine recognition and measurement
Quantify (where necessary) applicable tax reserves
Review local country tax returns to ensure tax planning strategies are accurately reflected
Partner with Tax Accounting team to ensure the proper accounting and external financial reporting of tax planning strategies, including the recognition and coordination of the book and tax effects of events
Education and Knowledge:
Minimum of 10 years of professional tax experience with a major corporation, an accounting firm, and/or a law firm
Advanced degree preferred (MST, MBA, JD, LLM or equivalent)
Fluency in Mandarin preferred
Significant international tax planning experience in APAC region and APAC tax planning on a multi-national level
Strong analytical skills and understanding of tax planning on a multi-national level
Thorough knowledge of existing and proposed tax laws sufficient to provide advice to management and develop detailed advice on specific transactions and issues
Strong background in a broad range of international tax issues including inbound, outbound and local APAC tax issues
Proven track record of being able to manage and execute significant restructuring projects that require excellent project management skills, strong working knowledge of the organizational operations and the ability to work closely with groups outside of tax within the corporate structure
Broad finance experience with a proven ability to work extensively with those individuals within the organization responsible for the accounting, finance, capital expenditure, transfer pricing and treasurer functions
Exceptional business communication skills with ability to effectively relate tax issues to non-tax personnel; strong consensus builder and team player; strong skills at communicating with upper management on a range of broad business plans
Strong communication and project management skills; ability to effectively manage outside counsel and to completing projects on time and on budget
Knowledge of Tax Accounting and in particular US GAAP accounting (including FIN 48)
Strong commercial and business awareness
