The Operations Leader will report to the Sr. Director of People Operations and will function as a member of the Leadership Team. S/he will be responsible for all aspects of Global Talent Acquisition Operations, cross HR Change projects, including managing the change projects across the function and liaising with other functional operations leaders to ensure alignment and organizational readiness and capability for change, budget management and planning, establishing and managing the team’s operational rhythms, process mapping and workflow optimization, and managing the team’s performance metrics.

The role also requires an interest in talent acquisition but more importantly a drive for excellent execution, collaboration, business process improvement, innovation and change. As the Operations leader, the ideal candidate is expected to demonstrate the following: deep comfort with change process and projects, deep proficiency with numbers and math; end-to-end budget process management from planning to tracking and reconciliation; strong project management capabilities, including project management methodologies, tools and processes; process mapping and workflow optimization; plan and manage the team’s operating cadence, including team meetings, operating reviews and communication; handle PO management process with internal and external partners; build strategic cross-functional partnerships; and identify opportunities for efficiency and adjust programs and processes accordingly. S/he is expected to build influential relationships and leverage alliances to garner support for ideas with leaders, clients, peers, and business partners. S/he is responsible for ensuring industry best practices are integrated in how the team operates.

Responsibilities:

Manage all projects within Global Talent Acquisition, partnering with cross functional Operations Leaders, including ensuring organizational readiness and capability for change
Manage end-to-end budget process for the Global Talent Acquisition organization, including budget planning, tracking, research and reconciliation. Collaborate with budget managers to ensure effective forecasting and spend
Manage all POs from planning to closure
Map, analyze and drive efficiencies in Global Talent Acquisition workflow processes
Identify opportunities for efficiency and recommend changes to programs and processes accordingly
Manage operational rhythm of the Global Talent Acquisition organization across HR function
Analyze program reports and manage defined team performance metrics
Manage projects within Global Talent Acquisition team; participate in HR-related projects or initiatives
Build and maintain cross-functional relationships across the broader HR organization
Anticipate future trends by continuously analyzing and addressing market conditions in the operations realm
Lead large strategic initiatives focused on process improvement across eBay People Organization including process redesign, change management, best practices design and documentation.
Project manages one or more high-level, complex projects within the constraints of scope, quality, time, and cost, to deliver specified requirements
Support growing program adoption and process improvement initiatives
Partner with SME’s to create change management and communication plans for a global audience
Required Skills/Qualifications:

BA or BS in business, finance, science or relative area of study. An advance degree is preferred, but not required.
A minimum of 15 years of operations, project management, accounting, reporting or applicable business experience
Proven ability to drive large scale change programs
Proficiency at managing and coordinating operational cadence in teams, including team meetings, operations reviews, communication and projects
Proven ability to effectively implement process improvements, strong organization skills, and flexibility working in a dynamic, matrix based and a performance driven environment
Thorough understanding of business goals, vision, culture and environment
Demonstrated ability to interface with and influence leaders, coordinate with other cross-functional colleagues internally and build relationships with external partners
Demonstrated ability to think and act strategically as well the ability to translate business requirements into effective execution plans
Excellent verbal, written and presentation / communication skills
Willing and able to travel at least 10% of the time domestically and internationally
