Job Description
Supervise a staff of approximately 27, composed of control systems engineers, APC and optimization engineers, custody transfer specialist, local professional instrument inspectors, digital hardware support team
Accountable for technical support for instrumentation, process analyzers, distributed control systems, process control domain security, advanced process control and real-time optimization
Assurance that Instrument Protective Functions (IPF) are compliant with corporate and PSM standards
Assurance that existing process control systems are supporting HSSE compliance as designed
Interface with re-instrumentation projects (Utilities, Logistics, Blending, PCD security) for assurance of successful handoff to the Process Control Engineering department
Ensures that production is provided with technical support
Interface and support for process safety, management of change and the reliability and safe production work processes and is the protective instrumentation(trip systems) process focal point for the site
Ensures prioritization of actions to close incidents, gaps to standards, add process safety barriers, mitigate threats to availability
Ensures control systems documentation and reporting systems comply with corporate policies and successful practices
Assurance for the development of capital plans for control systems at the site. This includes protective function upgrades, and control system modernizations as required by impending declines in vendor support for obsolete hardware
Collects and reports metrics on technical assurance compliance and work to close gaps
Provides leadership for the Process Control Engineering department and motivates employees to achieve technical excellence, reliability improvement support, and cost leadership performance
Budget development and reporting performance to budget for operating expenses staff cost and head count, contract support, sundries
Assurance of interface with Instrument Maintenance Department•
Member of Turnaround Steering Team
Ensures proper discipline resource allocation for turnaround planning, turnaround support and optimization activities
Creates a learning organization where performance defects are investigated and eliminated
Provides leadership for people performance, development and growth through the goals/appraisal process, providing proactive recognition, coaching/counseling employees, guiding personal development plans based on goals, abilities, perceptions, and expectations
Provides proactive communications to Technology Manager on current issues/actions as well as medium/long term plans/progress and people items
Actively participate in the Norco Extended Leadership Forum, Technology Leadership Team and other technical discipline teams
Lead the Process Control Engineering department at the Norco Manufacturing Complex
Skills
Legal authorization to work in the US on a full-time basis for anyone other then current employer
Minimum ten (10) years of experience in refining or base chemicals industry (run and maintain and/or project work)
Minimum five (5) years of process control experience
Bachelor’s or Master's Degree in Engineering(chemical or electrical is preferred)
Previous experience managing at least five (5) people in a refinery or chemical plant
Proven leadership and organizational skills
