Director NRC USA Norwegian Refugee Council Washington

Job Description
NRC is now looking to strengthen its partnerships with the US government and to deepen its policy engagement by establishing a small representation office in Washington. In this context, we are seeking a “Washington insider” to be Director of NRC USA; someone with a proven track record in mobilizing resources and effective advocacy.

The Director has the overall responsibility for effectively and efficiently managing NRC USA in the areas of resource mobilization and strategic partnerships; advocacy; and leadership and management.

Partnerships and Resource Mobilization

The Director will contribute directly to the support of programmes and activities of NRC by maintaining and developing strong strategic partnerships with donors. In this, the Director will be expected to

Increase secure, predictable and flexible funding from institutional partners according to NRC strategic and annual targets;
Improve NRC’s ability to compete for partner support by contributing to develop NRC as a high-performing partner in key areas such as measuring results, compliance, transparency and inter-agency co-ordination; and
Develop NRC USA as a centre of excellence on US resource mobilisation for the organisation.
Advocacy

The Director will demonstrate results in influencing policies with relevant US institutions in support of the aim of NRC to be a courageous advocate for the protection and assistance of displaced and vulnerable people. In this, the Director will be expected to

Advocate for the principled humanitarian approach of NRC within the US;
Develop NRC USA as a recognized centre of excellence within NRC on US policy engagement, in line with the NRC Strategy for Global Advocacy and other NRC priorities;
Build and maintain excellent working relationships with a relevant network of US government actors, non-governmental organizations and institutions;
Be an influential participant and, where appropriate, leader of working groups/task forces that support the aims of NRC.
Leadership and Management

Carry out with diligence the duties of President of the NRC USA Board of Directors and, where necessary, other officer duties;
Ensure that NRC USA is managed in accordance with relevant personnel policies in compliance with US rules and regulations;
Be a respected leader and mentor of NRC USA staff;
Contribute timely, relevant, concise and carefully edited input for briefings, strategy and budget processes and reporting;
Provide expert analysis and supporting facts to contribute effectively to the PnP management team in areas of responsibility.
Desired Skills and Experience
The ideal person for this position will have

At least 5 years’ management experience with the ability to demonstrate success as a senior-level manager in a humanitarian, recovery or development context;
Documented career progression due to strong leadership and management skills;
Thorough knowledge of humanitarian policy and practice;
In-depth understanding of US funding mechanisms, programmes, rules and regulations;
Track record of results in influencing policy through advocacy;
Proven ability to contribute to organizational processes, including strategic programming and budget exercises;
Relevant university degree or higher education, preferably in management, social sciences or international development;
Excellent communication and interpersonal skills, with demonstrated abilities in effective networking, negotiation and representation;
Highly developed analytical abilities in political and humanitarian contexts; and
Fluency in English, both written and verbal, with ability to produce written input that needs little or no editing.
