Senior Director Federal Affairs Health Information Technology Premier Washington

The Senior Director of Federal Affairs develops and implements legislative and regulatory strategies to promote the public policy priorities of the Premier alliance with significant expertise and experience in health information technology and related data and payment policies. The position develops, analyzes and executes pertinent legislative and regulatory activities affecting the domestic policy objectives of Premier alliance, and proactively identifies issues likely to surface.

The Senior Director works closely with Alliance member executives and policy staff to coordinate legislative priorities and lobbying strategy, and uses deep legal knowledge to advise on information technology, data and payment reforms, and emerging business issues. The position develops and promotes Premier's positions on these matters before government agencies, members of Congress and senior staff, professional and industry associations, and other related organizations.
The position provides input and direction to Premier staff and members and presents to members and external organizations. The Senior Director also builds and maintains strong professional relationships with elected officials and staff members of the Federal administration, Capitol Hill and third-party stakeholders groups.
Major Accountabilities:
Policy Analysis and Strategy Development
Develops and executes strategies to favorably position Premier and its owner health systems with critical audiences at the federal level
Reviews Federal Register and analyzes impact of proposed and final rules as well as related guidance that impacts Premier, alliance hospitals and health systems, and other alliance members.
Applies in-depth legal background to interpret and advise on legal and policy issues related international trade and emerging service opportunities
Leads development, analysis and execution of evolving health information technology policies, technical standards and related data access and payment priorities before the Office of the National Coordinator for Health IT, Centers for Medicare and Medicaid Services and other priority agencies within the federal government and Congress.
Conducts policy analysis in consultation with appropriate business and corporate personnel of pending legislative and regulatory matters to determine impacts on Premier and its owner health systems.
Submits written comments and provides oral presentations to federal advisory committees and staff
Knowledge Transfer
Establishes and maintains a liaison role among hospitals and other alliance members, health care industry and professional association, and related consumer groups
Seeks opportunities to develop and manage coalitions of shared interests around priority policy objectives
Informs coalition members of legislative and regulatory policies under consideration
Develops, coordinates, and issues joint position letters and responses
Responds to inquiries on policy issues from corporate management and alliance health systems
Networking and Relationship Management
Creates an environment that raises the profile of Premier and its owner health systems
Represents Premier and alliance members at industry/association meetings
Develops, maintains, and enhances positive working relationships with legislators and legislative staff, industry contacts
Resource Management
Assists in management of both internal and external personnel and resources.
Negotiates contracts and manages engagements with resources such as outside counsel, consultants and lobbyists

Education & Experience Required:
Bachelor's degree required. Masters preferred.
Combination of public policy, Political science, information technology, business/finance preferred
10 years of experience required; 15 years preferred
Requires experience working on emerging health information technology and related data and payment reform policies at the federal level including with Congress, ONC, CMS and other federal agencies;
Experience working on HIT technical standards and policy reforms.
Requires legislative experience within Congress and relevant federal agencies.
Legislative experience with Congress (Senate HELP, House Energy/Commerce), a federal agency, or private institution; lobbying preferred
2 years of supervisory or management experience preferred
